Senior Managing
Consultant
Landrum & Brown

Christian has dedicated more than 26 years to balance the roar of aviation with the peace of communities below. He began his career at Oakland International Airport (OAK) as a noise specialist, using the ANOMS system to track noise complaints and flag operations that didn’t comply with the airport’s noise abatement program. For the past 16 years, he’s been with L&B’s Environmental Division, leading noise analysis, modeling, and providing top-tier support for airport noise management programs. Outside the office, Christian is either working on his golf swing or cheering loudly for his son at travel baseball games—proof that not all noise is a bad thing.

Aviation Environmental Technical Expert
ESA

Scott Tatro has 33 years of environmental experience in the public and private sectors. Since May of 2024 he has served as a strategic advisor and technical expert for ESA’s airports practice. Prior to ESA, he spent 30 years at Los Angeles World Airports (LAWA) overseeing the noise programs at LAX, VNY, and ONT airports where he performed extensive work characterizing, presenting, modeling, contextualizing, and addressing civil aviation noise, as well as developing new tools, researching, and implementing innovative ways to address aviation impacts both formally and informally.

Senior Consultant
HMMH

Vincent Ma is a Senior Consultant with HMMH based in Anaheim, California. At HMMH, Vincent regularly conducts noise measurements, data analysis, and modeling for aviation, rail/transit, highway, construction, and residential sound insulation projects across the country. He specializes in noise modeling utilizing the Federal Aviation Administration’s (FAA’s) Aviation Environmental Design Tool (AEDT). Vincent has also worked directly with Envirosuite as a service delivery technician, providing preventative maintenance and support services for several airport noise monitoring systems throughout the Western United States.
