Tackling Airport Noise with the ICAO Balanced Approach
As our flight commences its descent, we move into a session that explores the opportunity for Europe to take a strategic approach to setting noise policies that preserves the region’s air connectivity, competitiveness and autonomy while strengthening its global position. Understand how the Balanced Approach is being used to define noise issues, set SMART objectives, and measure impact.
As Director of Aviation in EMEA for Envirosuite, Kent is responsible for aviation clients, contracts, and operations throughout Europe, Middle East and Africa. Kent has over 18 years of experience with airport noise programs, ensuring client expectations are achieved, and on-going customer support is delivered in a timely and effective manner. Kent takes part of the ACI ENVSTRAT Committee and the ACI Noise Task Force.
Ted has more than 30 years’ experience of working in the aviation and environment domain. He worked for EUROCONTROL for more than 20 years where he initiated and grew its environmental research programme. During this time, he pioneered methods to assess airspace operational changes and improvements from an environmental perspective. He has been co-rapporteur of ICAO CAEP WG2 (operations) developing international guidance material on behalf of ICAO (including Doc 9829). He is now Chief Technical Officer at ENV-ISA helping to manage and direct a diverse and talented technical team working on an ever-expanding portfolio of projects, both in consultancy and European R&D.
Xavier Oh is a seasoned professional with a diverse background in engineering and noise management. With a Mechanical Engineering degree from the University of Queensland and the University of Waterloo, Xavier began as a Vibration Consultant, working across coal mines, gold mines, and even a brewery in Australia and Papua New Guinea. Transitioning to noise consultancy, Xavier spent a decade in Auckland, New Zealand, focusing on airports, insulation, and planning reports. Xavier’s global expertise includes 10 years as Environment Manager at ACI World and 4 years as Noise Strategy Manager at Heathrow. Currently, Xavier leads Aviation Noise at Dublin Airport, ensuring compliance and effective reporting.
As Vice President in the HMMH Aviation Environmental Services Group, Gene Reindel oversees a wide range of aviation noise consulting projects, offers industry experience to those projects and provides technical support to airport community noise forums throughout the U.S. His professional experience includes environmental projects, including National Environmental Policy Act (NEPA) and state equivalents in California, Oregon and Washington; Airport Noise Compatibility Planning studies (Part 150); Airport Noise and Access Restriction projects (Part 161); airport ground noise studies, residential sound insulation projects, and noise modeling of aircraft operations. He is often involved in preparing for and directing major field measurement programs and advising on the acquisition and analysis of data. Mr. Reindel is a trained facilitator and leads public outreach programs associated with controversial noise studies and programs.
Before joining HMMH, Gene worked at the Boeing Commercial Airplane Company’s Noise Engineering Laboratory in Seattle, WA.
Gene holds an M. Eng. in Acoustics from Pennsylvania State University and a B.S. in Physics Engineering from Pacific Lutheran University, WA.
